HSE Researchers Receive Gaidar Award
HSE Professors Anna Yurko and Fabian Slonimczyk have received the prestigious Gaidar Award for young economists. Their research, titled 'Assessing the Impact of the Maternity Capital Policy in Russia,' was published in the respected journal Labour Economics, the official publication of the European Association of Labour Economists. Our researchers used mathematical models to assess the impact of maternity capital policy on the birthrate in Russia.
The award ceremony took place during HSE’s XVI April International Academic Conference. After the ceremony and research presentation, Anna Yurko and Fabian Slonimczyk gave an interview to the HSE news service.
Established by the Yegor Gaidar Foundation in 2013, the Gaidar Award is given to economists under the age of 40 in Russia working on scientific studies published in international peer-reviewed journals that are part of the Science Citation Index and have a Thomson Reuters Impact Factor of at least 0.5. The award aims to help Russian economists integrate into the global academic community and bring attention to the most prospective areas of contemporary economic science.
This year’s jury included Professor Sergei Izmalkov (New Economic School), who was also the jury’s chairman, as well as Professor Maxim Nikitin (HSE) and Professor Victor Chernozhukov (MIT).

Classical economic theory assumes that economic agents are entirely self-interested and rational in their pursuit of material well-being, and that they are not affected by external factors. As a result, externalities are not considered in any way when constructing economic models. Nevertheless, some sociologists argue for a revision of modern economic theory to incorporate the ethical dimensions of economic agents' behaviour. Kirill Borissov, Professor of the Faculty of Economics at the European University in St Petersburg, spoke at the XXIV Yasin (April) International Academic Conference and shared his observations from creating his own economic model incorporating the factor of envy.
